I don't know if this is the wrong place to talk about this, but i need help

I have downloaded the SKY Plugin and i need to compile that in a SKY.dll, but i have no idea How to compile that. i don't know how to start or how to proceed, therefore i ask if someone can
teach me. I really want to learn this.
